PPSDM KEBTKE, as a training institution under the Ministry of Energy and Mineral Resources, faces challenges related to the limited availability of technical training facilities that are not yet fully aligned with the needs of energy transition technologies. This study aims to identify the availability of renewable energy training laboratories and technical facilities, analyze instructors’ competency levels, examine the relationship between laboratory availability and instructors’ competencies, and develop a technical facilities roadmap for the period 2026–2030. A quantitative descriptive approach was employed using total sampling involving 21 instructors at PPSDM KEBTKE. The results indicate that the average laboratory availability score was 3.85, suggesting that most technical facilities are either unavailable or insufficient, while the average competency score of instructors was 2.33. Regression analysis revealed a strong and statistically significant relationship between laboratory availability and instructors’ competencies (R = 0.769; R² = 0.591), indicating that 59.1% of competency variation can be explained by laboratory conditions. Based on the priority matrix, Geothermal Power Plant training facilities, Induction Stoves, Carbon Trading, and Carbon Footprint Assessment were identified as the highest-priority technologies for development in 2026, followed by the phased development of other technologies through 2030. The core values include service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative. This study uses a qualitative method with a case study approach to deeply understand how the core values contribute to building a public service-oriented work culture in Bendungan Hilir. Public service indikators refer to Zeithaml, Parasuraman, and Berry (1990), which include tangibles, reliability, responsiveness, assurance, and empathy. Data were obtained through in-depth interviews, observation, and documentation. The results of the study show that effective implementation of the core values has an impact on the quality of public services. The study employed a descriptive quantitative approach using the Community Satisfaction Index (CSI) based on the Regulation of the Minister of Administrative and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017 concerning Guidelines for Community Satisfaction Surveys. Data was collected through a Likert-scale questionnaire administered to 30 respondents selected using a random sampling technique from training participants. The findings indicate that the implementation of the training through the AKILA LMS was successfully carried out and achieved a high level of participation. The learning evaluation results showed an average participant score of 3.95, indicating a very good level of understanding of the BerAKHLAK values. Furthermore, the average CSI score was 3.85, equivalent to a converted score of 96.31, which falls into the “Excellent” category with an “A” service quality rating. These findings demonstrate that the BerAKHLAK Socio-Cultural Training delivered through the AKILA LMS not only meets the learning needs of civil servants but also contributes to strengthening their socio-cultural competencies through enhanced understanding of BerAKHLAK values and the promotion of a digital learning culture within the Secretariat General of the House of Representatives of the Republic of Indonesia.</em></p> Alhilal Yusril Hawari Copyright (c) 2026 Jurnal Kewidyaiswaraan https://jurnalwi.lan.go.id/index.php/jurnalkewidyaiswaraan/article/view/419 Fri, 10 Jul 2026 03:55:06 +0000 EFEKTIVITAS PENERAPAN BLENDED LEARNING DI WILAYAH KEPULAUAN PADA PELATIHAN DASAR CPNS PROVINSI MALUKU https://jurnalwi.lan.go.id/index.php/jurnalkewidyaiswaraan/article/view/422 <p><em>This study aims to analyze the effectiveness of the blended learning method in the Basic Training for Civil Servant Candidates (Latsar CPNS) in Maluku Province, particularly in archipelagic areas with limited infrastructure and technological access. The study employed a descriptive qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model. Data were collected through questionnaires, interviews, observations, and documentation involving 172 respondents who were alumni of Latsar CPNS Batch II in 2025 from Tual City. The results indicate that blended learning is moderately effective, with 63% of respondents perceiving it as effective. In terms of accessibility and infrastructure, the learning process runs fairly well despite internet connectivity constraints. The instructional design is considered good, particularly in the clarity of instructions and the integration of online and face-to-face learning. Regarding independence and interaction, the method promotes self-directed learning and participant collaboration. In terms of learning outcomes, blended learning improves participant satisfaction and the achievement of learning objectives, although a gap between theoretical understanding and practical application remains. The main challenges include limited internet connectivity and inadequate supporting facilities. This study aims to identify patterns and synthesize factors associated with the utilization of mini games as a learning strategy to support engagement enhancement among civil servant training participants, particularly within government training institutions in Indonesia. A systematic literature review was conducted on 48 scientific publications from 2020–2025 using thematic analysis. The findings identify that potentially effective mini game design encompasses simplicity of game mechanics, learning-game mechanics mapping, an optimal duration of 5–15 minutes, and measurable reward systems. The literature synthesis also identifies patterns suggesting that mini games may support participant engagement across behavioral, emotional, and cognitive dimensions where engagement is defined as a multidimensional construct encompassing active participation, affective response, and mental investment in the learning process. Implementation effectiveness is influenced by infrastructure readiness, facilitator competence, content alignment, duration balance, and organizational culture support. This study aims to construct a new conceptual framework for the design of psychological-engineering-based value internalization training curricula. The method employed is a qualitative approach using an integrative literature review design and conceptual analysis. The data were drawn from academic literature distilled into three main theoretical foundations: the Four-Stage Model of Value Internalization, Self-Determination Theory (SDT), and the Context, Executive and Operational System (CEOS) theory. This study formulates a progressive curriculum matrix comprising four intervention phases: (1) Progression Intervention I to break resistance through pragmatism validation; (2) Progression Intervention II to consolidate understanding into actionable intent; (3) Progression Intervention III to bridge the intention–behavior gap through safe simulation (achievability); and (4) Preservation Intervention to make behavioral patterns more stable through self-directed relapse mitigation. This descriptive quantitative study evaluates the effectiveness of budget planning, targeting, coordination, and monitoring-evaluation for 2024 across seven institutions (BBPK Jakarta, Ciloto, Makassar; Bapelkes Cikarang, Semarang, Batam, and Mataram). Analyzing 47 respondents (62% planners, 38% non-planners), 96% of whom hold higher degrees with &gt;2 years of service, findings reveal significant gaps. Planning tends to repeat previous years, and Training Needs Analysis (TNA) utilization remains suboptimal. Furthermore, coordination regarding task division between central (TOT) and regional (end-user training) levels is not yet ideal, with budget realization frequently peaking in the fourth quarter. The study aims to analyze research trends, conceptual structures, and future directions related to competency development in the public sector from the perspectives of character values and governance. A bibliometric analysis was conducted on 96 journal articles indexed in Scopus, retrieved through Publish or Perish and analyzed using VOSviewer. The findings indicate a significant increase in publications on this topic in recent years. Co-occurrence analysis identified four major clusters: public sector innovation and public value creation; governance and public trust; employee competency and public sector performance; and civil servant leadership and capacity development. Temporal analysis revealed a shift in research focus from traditional themes such as accountability, integrity, and transparency toward innovation, motivation, and public trust. The results highlight competency as the central theme linking leadership, governance, innovation, and public sector performance. However, their relationship and implications for long-term learning quality remain contested. This study conducts a systematic literature review (SLR) following the PRISMA 2020 protocol to explore the position of microlearning in the context of changing digital attention patterns. From 600 articles identified through SciSpace, Google Scholar, and PubMed, a staged screening process yielded 20 studies meeting inclusion criteria (publications 2016-2025, indexed in Scopus/SINTA 1-4, focusing on microlearning and/or attention span). Thematic synthesis with journal quality weighting identified five main themes: effectiveness of microlearning for short-term retention and accessibility, risks of knowledge fragmentation, limitations in cognitive synthesis, optimal implementation contexts, and the need for integration with deep learning. Findings indicate that microlearning is effective in just-in-time learning and healthcare professional contexts but poses risks of normalizing shallow learning when implemented without structural integration. This study proposes the Microlearning Pedagogical Integration Framework that positions microlearning as a complementary strategy, not a standalone solution within an integrated learning ecosystem. The effectiveness of microlearning depends on: (1) integration with deep learning, (2) design facilitating synthesis, and (3) contextual appropriateness. Research limitations include publication bias and limited implementation.
