This article aims to provide an overview of the competencies required by the Government functional officers who work in the field of surveillance and security of the environment and forestry to conduct their tasks in accordance with the development and needs of industry 4.0. The research was conducted through a training needs analysis based on the normative competency gap of personnel in environmental and forestry supervision and security, in relation to the competencies needed in the Industry 4.0 era. The research results indicate the necessity of enhancing both hard skills, such as proficiency in applications, utilization of technology, and the ability to visualize data, as well as soft skills, including creative and innovative thinking, the capacity to analyze problems from multiple perspectives, and systematic thinking. Some proposed competency development needs such as big data analysis, the management of wildlife, and environmental and forestry security and supervision. The aim of this research was to describe coaching model, so it could improve knowledge of coaching strategy and result in coaching model that could be adopted. This research used descriptive qualitative, by using NVivo 14. The result show that the coaching assumed to implement GROW and DiCS model, with some obstacles were understanding material and time. The formulation of coaching model could be called </em><strong><em>SIPEMOVA</em></strong><em> (Per<strong>si</strong>apan, <strong>Pe</strong>laksanaan, <strong>Mo</strong>nitoring, dan E<strong>va</strong>luasi). Studi kasus ini menggambarkan upaya Kementerian ATR/BPN dalam mengadopsi dan mengintegrasikan KMS guna meningkatkan efisiensi operasional, kolaborasi, dan kualitas kebijakan di bidang agraria dan tata ruang. Penelitian ini mengadopsi metode kualitatif dengan pendekatan deskriptif kualitatif. Metode deskriptif kualitatif digunakan untuk dapat menggambarkan suatu fenomena dan permasalahan di lapangan melalui serangkaian kegiatan pengumpulan data pustaka atau literatur, membaca, dan mencatat, serta mengolah bahan kajian dari berbagai literatur. Sumber data diperoleh dari artikel maupun tulisan lain yang membahas mengenai pembelajaran organisasi dan KMS, data publikasi instansi pemerintah dalam hal ini khususnya Kementerian ATR/BPN baik berupa bahan paparan maupun kebijakan mengenai KMS serta berita dari media terkait dengan pembelajaran organisasi dan KMS. Hasil penelitian ini memberikan gambaran tentang dampak positif penerapan KMS terhadap inovasi dan pembelajaran organisasi khususnya di Kementerian ATR/BPN. Dalam penelitian ini berkesimpulan bahwa KMS dapat meningkatkan aksesibilitas informasi, memperkuat kolaborasi antar unit, serta memberikan fondasi untuk pengembangan kebijakan yang lebih efektif. Therefore, this becomes a challenge for the organizers on how the training can be successfully carried out in accordance with the established code of conduct. Plagiarism, which is the act of taking someone else's work or ideas and claiming them as one's own without giving proper credit, is a serious issue in the academic world. This research aims to determine the perception of CPNS about the level of plagiarism during the basic training period. The researcher used the research method by distributing boring surveys, data were taken from CPNS who have completed basic training at the KHAN training center or CPNS Latsar alumni. The data collection technique was done by distributing and filling out questionnaires. The survey instrument variables are the motives for plagiarism behavior, the level of participants' knowledge about plagiarism, indicators of plagiarism behavior, and the feelings of participants who commit plagiarism. The results of the study found that CPNS who were respondents in this study were able to understand what plagiarism is and could mention plagiarism practices. It is related with the mandate of the President of Republic Indonesia in his state speech on the APBN’s (State Revenue and expenditure budget) of 2024 to realizing the source of superior human resources with integrity and competitiveness (Kompas, 2023). Changing mindset from training to learning is also a challenge in developing competencies. Therefore, today’s civil servant is dominated by Gen Y / millennials who are transforming their learning methods. Especially in 2024 as a political year where K/L budgets are decreasing so innovation is needed to overcome existing limitations. One model for evaluating training activities is the Kirkpatrick model. The Kirkpatrick evaluation model is used as a tool to evaluate program implementation with the hope that the results can be used for further policymaking. The purpose of writing this article is to find out how the reaction level of Kirkpatrick evaluation model is used in Dynamic Records Management Training at the Secretariat General of the House of Representative of Republic of Indonesia. The research method uses a qualitative approach. Overall, participant’s reactions to the Dynamic Records Management Training scored 88.70 with a qualification of "Excellent". To achieve uniform competency and standards in writing scientific papers, a workshop was formed as a means of standardizing KTI writing. Each participant has a different motivation for participating in the workshop. To determine the level of participants' motivation related to their body fitness, quantitative methods were used with the Nordic Body Map (NBM) and Motivated Strategies for Learning Questionnaire (MSLQ) tools. This paper is intended as advice to leaders in making decisions about holding KTI workshops in the future. The population of workshop participants consisted of 15 ASN and 10 TNI officers within the Indonesian Ministry of Defense and TNI Headquarters who held structural and functional positions. The results of the NBM measurements showed that the participant's muscle injury classification level was low with values ranging from 26-29. The assessment of motivational aspects obtained a level of extrinsic motivation of 80%, intrinsic motivation of 72%, task value of 88%, critical thinking and writing skills of 84% and self-directing learning readiness of 92%.
